Power doesn’t disappear when a decision passes through an algorithm — it moves. The Synthocracy Institute is an independent research institute that tracks where decision-making power goes when AI systems help make the call, and asks who can still see it, challenge it, and stop it.
The question others aren’t asking
Most work on AI governance asks one question: how do we control the technology? We ask a different one. When an AI system shapes what gets seen, ranked, prioritised, recommended, or executed, the power to decide has already moved — often before any human signs anything. So: where did that power go, and who is still accountable for it?
We call this condition synthocracy — a decision order in which humans formally remain in charge while the real work of deciding increasingly runs through AI systems, models, and agents.
What we do
Research & evidence. We map how decisions actually flow through AI-mediated systems, and we build practical tools to make that flow visible: methods for testing whether a system should be allowed to act, frameworks for the hidden “access classes” that sort people, and the plain question every institution should be able to answer — is AI assisting here, or co-deciding?
Convening. We bring regulators, researchers, industry, and civil society to the same table — in public, and in closed-door sessions where candour matters — to turn diagnosis into workable accountability.
Futures. We run clearly-labelled foresight: rigorous scenarios of the paths societies could take as AI moves deeper into the decisions that shape rights, money, opportunity, and public life. We mark this work as foresight, never as settled fact.
Why now
The first binding AI rules are entering enforcement. The first governance frameworks for autonomous AI agents have arrived. AI systems are entering real decision chains in government, finance, hiring, and public services — faster than oversight is being built. The moment when the new order is being decided is not in ten years. It is now.
Independence is the point
