Commentary: The Switch Is the Story

Over the past month, the most capable AI model publicly known was released, suspended under government export controls, reviewed, and then partly restored — a safeguarded version returning broadly, a more powerful variant admitted only to a defined list of approved organisations, while much of the world waited to learn whether it would gain access at all.
Some commentary has framed this as a step toward catastrophe. We draw attention elsewhere — to the structure of the episode, which is among the clearest live illustrations of what this Institute studies.
The decisive act was not the model. It was the decision to admit it to act, and to determine for whom. A capable system was switched off and on by an authority, on the basis of a review, revocably, with named beneficiaries. That is an access decision at the scale of the state: made before deployment, on evidence, reversible — and, for most of the world, opaque.
This is admissibility in the wild: the decision to admit a system to act, taken before it acts, on an explicit record, open to reversal. It is also synthocracy in the wild: the power to decide who may use the most capable systems has concentrated into a very small number of actors, leaving others dependent on decisions they can neither see nor contest.
The Institute’s position is deliberately unspectacular. We do not forecast catastrophe, and we do not dismiss the real risks — the capabilities in question are serious, which is precisely why access is being controlled. Our contribution is to ask the durable questions the moment obscures: where does the power to admit or refuse a frontier system sit; is that decision made on a reviewable record; who can challenge it; and who was left out.
